Compliance requirements
The tender documents set out the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and tax-payment breaches. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed.
Qualification criteria and exclusion grounds
The bidder must have a project manager for the works whose professional qualification is at least road engineer, level 6, or equivalent. The bidder must provide the project manager’s details in the ESPD, including the person’s name, qualification, document number, issue date and issuing body. The tender documents also require the bidder to confirm that the bid complies with the procurement documents, to submit the bid price in the required structure, and to use the required bid form. If the notice does not contain any more precise qualification or compliance requirements, they must be checked in the official tender documents.
