Compliance requirements
The bidder must confirm that no exclusion grounds apply. The contracting entity may exclude a bidder, for example, if there is a dispute with Eesti Energia AS or a group company about performance of a previous contract, an overdue unpaid financial claim, a breach of a previous contract, false information or forged documents, failure to submit required information or documents, refusal to sign the contract after being awarded, or another justified reason. The ethical requirements for Eesti Energia’s contract partners and the occupational health and safety requirements are also relevant. The bidder must confirm that no exclusion grounds exist.
Qualification criteria and exclusion grounds
During the last 36 months before the start of the procurement, the bidder must have performed at least one contract for similar services, including drying and/or heating works in high-temperature industrial equipment. The reference must meet the following conditions: refractory lining area on one piece of equipment of at least 150 m², operating temperature of at least 900°C, the equipment must have operated in an abrasive environment (for example ash, dust or circulating solid particles), and the works must have included installation or repair of multilayer refractory lining. Experience in installing and/or repairing refractory lining in CFB boiler cyclones or comparable equipment with similar thermal and erosion conditions, as well as in solid-fuel-fired or pulverized-fuel boilers and their cyclones, is also acceptable. The bidder must submit a list of the most relevant contracts on Form 1 and confirm that the listed contracts were properly performed.
