Compliance requirements

The machine-readable notice includes mandatory exclusion grounds for criminal organisation participation, corruption and fraud. The bidder must confirm whether any of its management, administrative or supervisory body members, authorised representatives or other controlling persons have been finally convicted within the last five years, or whether the exclusion period in the judgment is still in force. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where allowed by the procurement rules or tender documents. The notice also includes a confirmation that the bidder and persons acting on its behalf have not committed corrupt acts in this procurement procedure. In addition, bidders whose place of residence or establishment is in the Russian Federation or the Republic of Belarus are not allowed to participate.

Qualification criteria and exclusion grounds

The bidder must have achieved annual net turnover of at least EUR 200,000 in each of the last 2 financial years ended before the start of the procurement. If turnover is not publicly available to the contracting authority, an extract from the last 2 annual reports or other proof must be provided. The bidder must have properly performed at least 2 design contracts in the last 36 months, each for a welfare institution, hospital, healthcare facility or similar building with at least 1,000 m² of enclosed net floor area, at least at preliminary design stage. The bidder must provide the contract description, value, period and details of the other contracting party. A project manager and specialists whose qualifications meet the requirements in points 2.1 and 2.2–2.10 of the tender documents must be involved in contract performance. CVs of the project manager and specialists must be submitted in the forms required by appendices 4 and 5. The bidder must also confirm that the tender complies with the tender documents, that no conditional tender is submitted, that a joint tender includes the required power of attorney, and that the tender price is presented in the required structure.
