Compliance requirements

The bidder must not be subject to the mandatory exclusion grounds set out in the tender documents, including participation in a criminal organisation, corruption, fraud and the other listed criminal convictions. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed by the procurement documents and applicable law.

Qualification criteria and exclusion grounds

The bidder must have properly performed at least three similar furniture sales contracts in the 36 months before the start of the procurement, each worth at least EUR 25,000 excluding VAT, or one similar furniture sales contract worth EUR 50,000 excluding VAT. This requirement applies to lot 1: customer and living room furniture. The bid must comply with the tender documents, and conditional bids are not allowed. The bidder must confirm that equivalence has been explained where necessary and that supporting evidence for equivalence has been attached. The bidder must submit the bid price in the required structure and confirm compliance with the structure set out on the pricing sheet. The furniture must come with a warranty of at least 2 years from delivery. The warranty must cover repair and replacement items during warranty repair. The bidder must also ensure the availability of spare parts or elements with an equivalent function for at least two years after delivery. All wood used in the manufacture of the furniture must be legally harvested, and the bidder must provide proof of the wood origin upon delivery, for example an FSC certificate or a FLEGT or CITES licence. The bidder must declare all substances on the REACH candidate list whose content in the product, any component or material exceeds 0.1% by weight, and must provide proof upon delivery of the furniture regarding the presence or absence of such substances. The bidder must confirm that the supplied goods are not subject to international sanctions and do not originate from sanctioned areas.
