Compliance requirements

The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or for any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a tender confirming that it accepts all terms set out in the procurement documents. The tender must include a service description covering at least the data collection methods, sampling principles, data analysis methods, the study timetable, and ethics and data protection principles. The team must have at least two members and the roles must cover a project manager, a psychiatrist and an analyst; one person may perform up to two roles if their experience and available time are sufficient. The project manager must have managed at least three similar projects during the last 60 months. The analyst must have participated in at least three similar projects in the analyst role during the last 60 months. A similar project means a study or analysis in healthcare, social care or another comparable field aimed at assessing service quality, service organisation, or cooperation/interoperability between multiple services. The psychiatrist must hold a specialist qualification in psychiatry; qualifications obtained in Estonia are checked by the contracting authority, while qualifications obtained abroad must be evidenced by a supporting document. A CV must be submitted for each team member, and where necessary a signed consent to be named as a team member. In the case of a joint tender, a power of attorney from the joint bidders must be attached.
