Updating Tallinn’s strategic noise map

The bidder must confirm the standard exclusion grounds, including that neither the bidder nor persons with management or representation powers have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or any other exclusion grounds listed in the tender documents. If any ground applies, the bidder may submit evidence of self-cleaning where permitted. The bidder must also confirm that subcontractors or suppliers linked to the Russian Federation, as described in the tender documents, are not used for more than 10% of the contract value.

The bidder must have at least one properly completed contract for preparing a strategic noise map within the last 60 months, with a value of at least EUR 7,000. A short description of the contract, the performance period, the other contracting party’s details, and, in the case of a public procurement, the reference number must be provided. The ESPD may also require the names and personal identification codes of authorised persons, or confirmation that no such persons exist. The bid must comply with the procurement documents and, where relevant, equivalence must be explained and evidence of equivalence must be attached. In a joint bid, a power of attorney from the joint bidders must be submitted. The exact compliance and form requirements must be checked in the tender documents.
