Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1)(1)–(5) and Section 95(4)(12) of the Public Procurement Act apply. If the bidder has other persons in the company who are authorised to represent it, make decisions on its behalf or control it and who are not visible in the commercial register card, the bidder must provide the authorised person’s name and personal identification code, or confirm that no such persons exist.
Qualification criteria and exclusion grounds
The bidder must have, within the 36 months before the tender notice publication date, up to 5 completed contracts for either: 1) an information system business and process analysis, selection and/or replacement and/or implementation project, and/or 2) a business software selection and/or replacement and/or implementation project. The total value of these contracts must be at least EUR 100,000 excluding VAT. Only the part completed within the 36-month reference period counts. If a contract started earlier or ends later, at least EUR 100,000 excluding VAT of the relevant service must have been provided during the 36 months before the procurement start date. The bidder must submit the list of completed contracts on Appendix 6, including contract values, signing dates, and the other parties’ details (client name, client representative’s phone number and email address); for public procurement contracts, the reference number must also be shown. If the bidder relies on another company’s resources, it must submit the Appendix 7 consent and, where relevant, add the subcontractor and the corresponding confirmation in the tender. If joint bidders rely on each other’s resources, the tender must state the size and nature of each joint bidder’s share of performance. The bidder must also submit the team CVs on Appendix 2 and copies of education documents for the team members directly involved in performance. If specialists are not employed by the bidder, their written confirmation of participation is required. The technical description must include the existing system and process analysis and business requirements description, product comparison and product selection recommendations, a project plan, and a risk mitigation plan. The bidder must state whether artificial intelligence will be used in performance and, if yes, describe the tools, scope and manner of use.
