The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If such a ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The bidder must have the manufacturer’s sales and service authorisation in Estonia, authorised manufacturer-backed technical support in Estonia with a 48-hour response time, and a service unit or an agreement with a service unit located in Estonia; the service engineer’s competence must be proven by a manufacturer-issued certificate or other document. In the case of a joint bid, an authorised representative must be appointed. The bid may not be conditional. The bid price must be submitted in the prescribed structure. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
