Compliance requirements
Mandatory exclusion grounds concern convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal employment of foreign nationals, human trafficking, and tax or social security debt. The bidder must confirm that neither it nor its management or representative bodies have been convicted for such acts. Voluntary exclusion grounds concern a material or repeated breach of a previous contract and the submission of false information about qualification or failure to provide requested documents.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months preceding the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, at least one of which must have a value of at least EUR 40,000 excluding VAT. A list of the contracts must be submitted, including the performance period, details of the other contracting party, including the client representative’s contact details, and, in the case of public procurement, the reference numbers. Upon request by the contracting authority, evidence of proper performance must be provided. In addition, the team must include: a person with valid switching authorisations for work-related switching in the 0.22–20 kV network, a person appointed as responsible for work operations, and a leading electrician with valid A competence and/or at least level 6 qualification. All of these persons must be entered in Elektrilevi’s partner portal before the deadline for submission of tenders. The tender must comply with the procurement documents, include the completed price table and the details of the signatory and contact person; if the right of representation does not arise from the articles of association, a power of attorney must be attached. If it is a joint tender, a joint-bidders’ power of attorney must be attached. The machine-readable notice did not include precise requirements; they must be checked in the procurement documents.
