Procurement of server equipment for performing verification, testing and acceptance of the results of technical developments within EU support for digital transformation of Ukraine project

The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds under the procurement rules. The bidder must confirm whether any exclusion ground applies and, where allowed, provide self-cleaning information and supporting evidence. The notice also requires confirmation that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In addition, economic operators whose place of residence or registered office is in the Russian Federation or the Republic of Belarus are not permitted to participate, including entities whose capacities or resources are relied upon.

The bidder must show a total turnover of at least EUR 60,000 for the last three financial years before the start of the procurement procedure. For technical capacity, the bidder must provide references for at least 2 equivalent contracts completed in the 36 months before the start of the procedure. A similar contract is a server equipment supply contract with a value of at least EUR 30,000 per contract. The bidder must also provide the turnover, reference contract, period, amount, client and contact details requested in the ESPD. If any exact requirement is missing from the machine-readable notice, it must be checked in the tender documents.
