Compliance requirements
The tender documents include the standard exclusion grounds for criminal convictions and related self-declarations. The bidder must confirm whether it or its managers, legal representatives or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the offer using the form in Annex 2. The offer must be unconditional and alternative solutions are not allowed. The price must be entered in the eRHR section ‘Award criteria and assessed indicators’ and also on the form in Annex 3.
The bidder’s team must include:
- a project manager with higher education, Estonian language skills at native level or at least C1, and experience of managing at least 3 projects during the last 10 years;
- a language-learning expert with higher education, Estonian language skills at native level or at least C1, and experience of preparing at least 3 language-learning materials during the last 10 years;
- a leader with higher or vocational secondary education, Estonian language skills at native level or at least C1, and experience of conducting at least 3 activities for adult groups during the last 10 years.
The bid must include digitally signed CVs of the project manager, language-learning expert and leader, together with the required supporting documents, in accordance with Annex 6. If the signatory is not the legal representative, a power of attorney in the form of Annex 4 must be included. In the case of a joint bid, a joint bidders’ power of attorney in the form of Annex 5 must be included.
The bidder must confirm that its team meets the requirements set out in the procurement documents. If the bidder is not a sports facility that organises the programme in its own premises and on its own substantive basis, the bid must include the cooperation partner’s details and confirmation letter in accordance with point 3.14 of Annex 1. The cooperation partner’s name and registration code must be provided.
The bidder must also provide details of any managing or authorised persons who are not visible in the relevant register; if there are none, a corresponding confirmation must be provided.
