Development of support group methodology for providing post-crisis support to the Victim Support target group

The machine-readable notice lists the standard exclusion grounds under Estonian procurement law. The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. The compliance terms do require a joint bidders’ power of attorney for joint tenders, confirmation that the bid complies with the tender documents, completion of the bid price structure as required, and, where relevant, an explanation of equivalence with supporting evidence. For the team, the bidder must submit a signed CV and describe prior experience in creating similar guidance materials. The methodological approach description must be 2–5 pages and cover the theoretical framework, the structure of a programme of up to 10 meetings, a trauma-informed approach, handling of risk situations, and the work plan and schedule.
