Compliance requirements
The tender notice includes standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The exact exclusion grounds and any proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements in the tender documents. The machine-readable notice states that the bidder’s last completed financial year turnover must be at least EUR 30,000, and joint bidders may combine their figures. The bidder must also have completed at least one image video production contract in the 36 months before the start of the procurement, with a value of at least EUR 20,000 excluding VAT. The bidder must submit a list of relevant contracts, and the contracting authority may ask for a client confirmation or other evidence. The bidder must also provide a production process description and schedule, and a portfolio of previous work. If the bidder relies on another company’s resources, the notice allows that, but the supporting consent and evidence must be checked in the tender documents.
