The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.

The bidder must submit the completed Annex 2 price form and state the price of each offered item in euros to two decimal places. The tender must comply with the technical specification, and the bidder must provide manufacturer product information or other documents, including documents proving compliance with standards, so that the contracting authority can verify compliance. The submitted information must be in Estonian or English; if the original is in another language, a free-form Estonian translation must be added. The sleeping bag set and/or items included in the set must be delivered within 90 days. The bidder must provide at least a 12-month warranty for the items. The bid must not be conditional, and the bidder must confirm that the bid complies with the tender documents and with the requirements of Annex 1 - Technical specification for the entire framework agreement period. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, or persons/entities owned or controlled by them or acting on their instructions. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include all precise selection or compliance requirements; they must be checked in the tender documents.
