The tender concerns winter maintenance of roads and streets in Põlva municipality for the winters 2026/2027, 2027/2028 and 2028/2029. Compliance requirements

The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. Qualification criteria and exclusion grounds

The bidder must be able to use sufficient snow-clearing equipment to perform the contract. For each lot offered, there must be at least 2 snow-clearing machines suitable for meeting the road maintenance and road condition requirements. The contractor must submit a list of the equipment to be used (Form 1). The compliance conditions require the bidder to confirm that the tender complies with the procurement documents, that conditional tenders are not allowed, and that the tender price must be submitted in the prescribed structure. In the case of a joint tender, an authorised representative must be appointed and a joint tenderers’ power of attorney must be attached.
