The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, and other statutory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For each lot offered, the bidder must have at least 2 snow-clearing machines suitable for meeting the road maintenance and road condition requirements of the procurement. The bidder must submit a list of the equipment to be used in Form 1. If the bid is submitted jointly, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. The bid price must be submitted according to the prescribed structure.
