Compliance requirements
The bidder must confirm that neither it nor the members of its management or supervisory bodies have been convicted within the last five years of participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning where this is permitted. The exact exclusion grounds and any possible evidence must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the application for participation in the procurement procedure (Form 1). If the bid is signed by a person whose authority to represent the company does not appear in the register, a power of attorney (Form 2) must be attached. The bid must comply with the tender documents, and conditional bids are not allowed. To prove compliance of the offered product, the bidder must provide descriptions, manufacturer information materials, user manuals, certificates, declarations of conformity and other necessary evidence. The bidder must have the right to sell the offered equipment and product support in Estonia and must provide a valid manufacturer confirmation of this right. The bidder must ensure at least 2 licensed maintenance engineers who have received manufacturer training, whose area of work is in Estonia, and must provide manufacturer confirmations or certificates for them. The price offer must be submitted on Form 4. The bidder must also confirm compliance with equivalence requirements and, if necessary, attach evidence of equivalence.
