Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation participation, corruption and fraud. The bidder must confirm the required yes/no declarations and, if an exclusion ground applies, may provide evidence of self-cleaning where allowed. The machine-readable notice did not include any more specific exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the participation application in Form 1, and if the signatory is not listed in the register, a power of attorney in Form 2. The offered product must comply with the technical specification, and the bidder must provide descriptions, manufacturer information, user manuals, certificates, declarations of conformity and similar evidence needed to verify compliance. The bidder must have valid sales/distribution rights for the offered equipment and product support in the Republic of Estonia, confirmed by the manufacturer. The bidder must also ensure at least 2 licensed maintenance engineers who have received manufacturer training for servicing and repairing the offered equipment and whose work area is in Estonia; manufacturer confirmations or certificates for these engineers must be submitted. The price offer must be submitted in Form 4. The bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalence is explained and supporting evidence is attached. If the machine-readable notice does not contain any more precise qualification or compliance requirements, they must be checked in the tender documents.
