Compliance requirements

The tender documents include the mandatory exclusion grounds from the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption and fraud. The bidder must confirm the required declarations and, where applicable, may provide evidence of self-cleaning. The notice also requires confirmation that subcontractors and suppliers accounting for more than 10% of the contract value are not Russian nationals, residents, or entities established in the Russian Federation, are not more than 50% owned by such persons or entities, and do not act on their instructions.

Qualification criteria and exclusion grounds

The bidder must be registered in its home country’s commercial register or an equivalent register, and the contracting authority may require proof of registration. The bidder’s average net turnover for the last completed financial year before the start of the last three procurement procedures must be at least EUR 500,000. The bidder must have properly performed at least two contracts within the 60 months before the start of the procurement, covering similar work, namely public area construction. For these contracts, a description and proof of proper performance must be provided.
