Compliance requirements
A bidder is excluded if it has tax debt, a debt for public charges or environmental charges, or a tax or social security contribution debt under the laws of its country of establishment. Deferred tax debt is acceptable. For bidders established in Estonia, the contracting authority checks tax debt directly through the Estonian Tax and Customs Board. Bidders established outside Estonia must provide evidence of the absence of tax debt upon request.
Qualification criteria and exclusion grounds
The bidder’s annual turnover must be at least EUR 200,000 for each of the last three completed financial years that ended at least 6 months before the start of the procurement procedure. For bidders established outside Estonia, the contracting authority may request signed annual reports or other equivalent evidence. The bidder must provide turnover figures for 2025, 2024 and 2023.
The bidder must have, within the 60 months preceding the procurement start date, built and handed over to the client at least 2 solar power plants as the main contractor, each with a total capacity of at least 30 kW and including an energy storage system. For each reference, the bidder must provide the client’s name and contact details, a description of the contract subject, the bidder’s role in performance, and the date of acceptance of the works by month and year.
The tender must comply with the procurement documents. If necessary, an explanation of equivalence and supporting evidence must be included. The bidder must also submit the technical compliance form, a complete price offer or bill of quantities, the quantity table and, in the case of a joint bid, the joint bidders’ power of attorney. The bidder must also confirm acceptance of the contractual penalties and the special conditions related to the support measure.
