The tenderer must be registered in the Estonian Business Register or an equivalent register in its country of establishment. If the tenderer is registered outside Estonia, it must provide a certificate issued by the competent authority in its country of establishment.

The tenderer must be the manufacturer, the manufacturer’s official representative, or an authorised reseller of the offered CNC metal profile bending machine. This must be proven by a written confirmation from the equipment manufacturer. The tenderer must have delivered and successfully installed at least five CNC metal profile bending machines within the last five years before publication of the contract notice. These deliveries and installations must have been carried out in Estonia, Latvia, or Lithuania. Proof must be provided by a list of relevant completed contracts showing the equipment description, customer name, and delivery date. The tenderer must be able to provide remote support with a telephone response within 3 hours after notification and ensure that an on-site technician arrives at the buyer’s premises within 24 hours on working days between 8:00 and 17:00. A confirmation that the required maintenance and support service conditions can be met must be submitted.
