Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, participation in a criminal organisation, terrorist offences or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit self-cleaning evidence where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s specific annual turnover in the contract-related field must be at least EUR 4,000,000 over the last 3 financial years. The bidder must provide a list of references and evidence that, within the last 60 months, it has properly performed at least 2 similar construction contracts as the main contractor. At least one of those contracts must have resulted in a building with an A or B energy label, or an equivalent building complex. A similar contract means the construction or full-building reconstruction of a public or social-function building or building complex with at least 500 m² of enclosed net floor area, including at least structural and external envelope works, internal works, a new heat-recovery mechanical ventilation system, a new heating system, a new building automation system, a new electrical system and a new low-voltage system. The tender must comply with the tender documents and, where equivalence is used, the relevant proof must be attached. In the case of a joint bid, a power of attorney from the joint bidders must be included. The bidder must also confirm that the bid price is submitted in the required structure.
