Compliance requirements
The tender documents include the standard exclusion grounds from the ESPD: participation in a criminal organisation, corruption, fraud and other criminal-conviction-based grounds. The bidder must answer the mandatory yes/no questions and, where applicable, provide the conviction date, reason, convicted person, exclusion period, self-cleaning measures and any available electronic evidence. The notice also states that the bidder may submit evidence of reliability restoration where the law or tender documents allow it. Precise exclusion requirements must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and confirm compliance with the tender documents. The offer concerns the purchase of two dental equipment sets. The offered equipment must be new and unused, comply with Regulation (EU) 2017/745 on medical devices, and bear the CE mark; a copy of the CE mark must be provided. The bidder’s team must include at least one service engineer/technician who has received manufacturer training for installation, commissioning, maintenance and repair of the offered device. The bidder must also provide a document proving the manufacturer’s official representative rights in Estonia and complete the technical compliance form.
