Qualification criteria and exclusion grounds
The bidder must provide the responsible specialists to be involved in performing the contract, meeting the following requirements:
- the designer of water and sewer pipelines must be an authorised water supply and sewerage engineer, level 8, specialised in external water supply and sewerage; they must have experience from the last five years in designing sewer pipelines with an internal diameter of at least 1000 mm and a length of at least 100 m;
- the structural engineer must be at least a certified civil engineer, level 7, specialised in building construction or port construction, or a certified hydraulic engineer, level 7; they must have prior experience in designing wells/chambers for public water supply and sewerage facilities;
- the pavement restoration designer must be at least a certified road engineer, level 7, specialised in road construction and maintenance or roads.
The bidder must submit details of these specialists, including the project name, client, pipeline diameter and length, and the period of project execution. If a specialist obtained the qualification in a foreign country, a certificate issued by the competent authority confirming equivalence of the qualification must be provided.
