Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud, money laundering, terrorist offences, child labour and human trafficking, and other mandatory exclusion grounds under Estonian procurement law. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning. The machine-readable notice does not give the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have experience in selling the products offered in this tender. For each product in the tender, the bidder must show that during the last 3 years before publication of the notice it has sold at least one third of the planned quantity stated in Annex 1 for the contract period. A list of completed sales contracts or transactions must be submitted, showing the exact product, the part concerned, contract dates, value, counterparties and the number of units sold. The bidder must also have a product representative working in the company or under another contractual arrangement, who has been trained by the manufacturer or has completed training for the tendered products. On request, copies of training certificates or the manufacturer’s written confirmation must be provided. The bidder must also have the right to sell the offered products in Estonia and must submit the manufacturer’s authorisation or equivalent proof. The tender documents also require a technical offer in Annex 1 with exact product names, manufacturer, product code/reference number, descriptions of sub-items and actual parameters, plus confirmation that all items in the relevant lot are offered.
