The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Public Procurement Act apply. The notice also states that participation is not allowed for bidders or relied-on entities whose place of residence or establishment is in the Russian Federation or the Republic of Belarus. If the bidder relies on another company, that company must also confirm the absence of the exclusion grounds.

The bidder’s team must include an electrical works specialist with B competence class or equivalent. The bidder must provide the specialist’s name and a copy of, or number from, the professional or competence certificate. If the contracting authority can verify the data from public databases, copies do not need to be submitted.
