Compliance requirements
The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, and any other mandatory exclusion grounds named in the tender documents. If a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
To prove technical and professional capacity, the bidder must have built at least 5 boreholes (hand wells) during the 60 months before the date on which the contract notice was published. The bidder must provide a short description of the contracts, the performance period, details of the other contracting party, and, in public procurement cases, the reference numbers. The contracting authority may request evidence that the works were performed properly. The bid must comply with the procurement documents, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. Business secrets must be marked and justified separately in the bid. Equivalence must be explained and supporting evidence provided if needed.
