Compliance requirements
The bidder or its management body members must not have been finally convicted of participation in a criminal organisation within the last five years, or the exclusion period set out in the conviction must still apply. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register. A bidder established in Estonia must be registered in the Estonian commercial register; a bidder established in another country must be registered in the register required in its country of establishment and, where necessary, provide proof of registration. The tender is divided into seven lots, bids may be submitted for up to seven lots, and a contract may also be awarded to one bidder for up to seven lots. Under the compliance requirements, the offered computers must comply with the technical specification, bids may not be conditional, partial or alternative, and the bid must include the name and model of each offered item, the full manufacturer specification, a product sheet if needed, benchmark screenshots not older than 10 days, the manufacturer’s confirmation of the warranty period, and the manufacturer’s confirmation of sales and representation rights in Estonia. Contact details of the companies providing maintenance and repair must also be submitted, and testing of the equipment at the contracting authority’s premises must be possible within 10 working days of the request.
