Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other persons authorised to represent it have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. If any such ground applies, information on self-cleaning measures must be provided where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 public-road marking contract within the 36 months before the start of the procurement. A list of those contracts must be submitted, including their value, dates and the other contracting party’s details, including the client representative’s contact information. For performance of the works, the bidder must have a responsible line-marking specialist with at least 2 years of experience in carrying out the works covered by the tender and a higher education degree in road construction (applied or academic bachelor’s degree or equivalent). The bid must be submitted on the prescribed form with the pricing schedule, and conditional bids are not allowed. In the case of a joint bid, a power of attorney from the joint bidders must be included.
