Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory grounds. The bidder or its management, supervisory or representative persons must not have a final conviction within the last five years for the listed offences, unless the exclusion period has expired or the tender documents allow self-cleaning and the bidder can prove remedial measures. The machine-readable notice does not provide the full list of exclusion grounds in detail; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must hold a valid activity licence at the time the contract is signed for delivering supplementary Estonian language training preparing learners for B1, B2 and/or C1 level examinations. The contracting authority checks the licence in the Estonian Education Information System.

For each lecturer, the bidder must submit a self-signed digitally signed CV and copies of documents proving the qualification or academic degree.

To prove compliance, the bidder must provide the required curricula, descriptions, service provider certificates or other materials that allow the contracting authority to verify the service.
If the bid is joint, a joint bidders’ power of attorney must be attached. The price offer must be submitted on Form 4.
