Compliance requirements

The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory grounds. The bidder or its management, supervisory or representative persons must not have a final conviction within the last five years for the listed offences, unless the exclusion period has expired or the tender documents allow self-cleaning and the bidder can prove remedial measures. Qualification criteria and exclusion grounds

The bidder must hold a valid activity licence at the time the contract is signed for delivering supplementary Estonian language training preparing learners for B1, B2 and/or C1 level examinations. The contracting authority checks the licence in the Estonian Education Information System. The bidder’s team must include at least 2 lecturers. Each lecturer must have either a bachelor’s or master’s degree in philology, humanities or educational sciences as a teacher of Estonian, Estonian as a foreign language, Estonian as a second language, another language or humanities, and at least 12 months of experience teaching Estonian as a foreign language and/or second language to adults during the 5 years before the contract notice was published. For each lecturer, the bidder must submit a self-signed digitally signed CV and copies of documents proving the qualification or academic degree. The bid must comply with the tender documents and the technical specification. The bidder must submit the participation application form and, where applicable, a power of attorney. To prove compliance, the bidder must provide the required curricula, descriptions, service provider certificates or other materials that allow the contracting authority to verify the service. If the bid is joint, a joint bidders’ power of attorney must be attached. The price offer must be submitted on Form 4.
