Compliance requirements

The tender documents include the standard mandatory exclusion grounds. A bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other listed grounds. If an exclusion ground applies, the bidder may indicate self-cleaning measures and, where available, provide evidence and electronic references.

Qualification criteria and exclusion grounds

The bidder must have completed at least two computer sales or rental contracts in the 36 months before the start of the procurement. Each contract must have had a value of at least EUR 40,000 per year including VAT. The bidder must submit references showing the contract value, time and place of performance, and the client’s contact details. If the bid is submitted jointly, an authorised representative of the consortium must be named. The bid must also include a technical offer for all proposed computer sets, a 48-month indicative payment schedule, and, where relevant, proof of equivalence. In addition, the bidder must provide evidence regarding REACH candidate substances or their absence, and evidence for the reuse and recycling service if it is not handled through a producer responsibility organisation.
