Compliance requirements
The tender documents include mandatory exclusion grounds for participation in a criminal organisation, corruption, fraud and other standard exclusion grounds under the procurement rules. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where allowed. The bidder must also confirm that it does not rely on capacities/resources of entities established in the Russian Federation or the Republic of Belarus, and that the offered goods are not subject to international sanctions or originating from sanctioned areas. The machine-readable notice did not include the full list of exclusion grounds; the exact details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a total turnover of at least EUR 80,000 in total over the last three financial years. For technical and professional capacity, the bidder must provide references for at least 2 similar contracts completed within the 36 months before the start of the procurement. A similar contract means a contract of at least 6 months for development, modernisation, adaptation, updating, technical support or maintenance of electronic document management systems, with a value of at least EUR 30,000 per contract. The bid must include an accessibility conformance statement or an equivalent description of the accessibility measures required by the technical requirements. In the case of a joint tender, a power of attorney from the joint tenderers must be included. The bid must comply with all tender documents, and conditional bids are not allowed.
