Pärnu County, Pärnu city, Seljametsa and Vaskrääma villages, repair of M12 poles of the Vee 10 kV feeder of the Kabli area substation and replacement of conductors at the Pumba substation (IP8370)

The bidder must confirm that none of the mandatory exclusion grounds apply to it: no convictions for participation in a criminal organisation, breach of integrity duties, corruption, fraud, terrorist offences or related offences, money laundering or terrorist financing; no convictions for enabling illegal employment of a foreign national or violating the conditions for employing a foreign national in Estonia, including paying less than the statutory wage; no convictions for illegal use of child labour or human trafficking; and no tax, fee or environmental charge arrears, or social security contribution arrears under the law of the bidder’s country of establishment. The bidder must also confirm that none of the voluntary exclusion grounds apply, including serious or persistent breach of a previous public contract or false information / failure to submit required qualification data or additional documents. The notice also restricts participation by bidders established in Russia or Belarus.

The bidder must have, within the 60 months before the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, at least one of them worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts with the performance period, the other party’s contact details and, in public procurement cases, the reference numbers. The contracting authority may request evidence of proper performance. In addition, the bidder must have a person in charge of electrical works with a valid A-competence or a qualification corresponding to at least level 6 under the Occupational Qualifications Act, with a valid certificate at the time of bid submission and entered into Elektrilevi’s partner portal before bid opening. The bidder must also have a worker with valid switching rights, a person appointed responsible for the work operation, and provide the names and contact details of the contract signatory and contact person. The bid price must be submitted in the required table and all unit price fields must be completed. If the right of representation does not arise from the articles of association, a power of attorney must be included.
