Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other listed exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the required tender documents and confirmations, including the declaration of participation in the procurement, the bus list, proof that at least one bus will be available for contract performance no later than 3 calendar days before service starts, and the price calculation form. The buses used for performance must meet the requirements in the contract draft. If the contracting authority asks, the bidder must provide type approvals, manufacturer documentation or other relevant evidence. The bidder must also confirm that the offer price is structured as required and that the offer is unconditional. The notice does not set out any precise turnover, reference experience or team qualification requirements; those must be checked in the tender documents.
