Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud, tax arrears and social security contribution arrears. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include all precise exclusion details; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The contracting authority may request evidence of registration. If the law of the bidder’s country requires a specific licence or authorisation to provide the transport service, the bidder must have it. For contract performance, the bidder must have at least 3 buses per lot offered, meeting the technical specification, or the ability to acquire or take them into use. The bidder must submit confirmation of bus availability or acquisition/use and the form required in Appendix 4 for the buses and their technical data. If the bid is a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
