Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents. The notice includes criminal conviction grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed by the procurement rules and the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least 2 road construction or road repair supervision contracts during the 36 months before the start of the procurement. Each reference contract must have had a construction or repair value of at least EUR 200,000 excluding VAT. The contracting authority accepts contracts that started earlier but ended within the required period. The bidder’s responsible person must hold a Level 7 certified road engineer qualification specialising in roads, and the contracting authority will verify this in the Chamber of Engineers register. The bid must also be confirmed as compliant with the procurement documents, and conditional bids are not allowed. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
