Compliance requirements

The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor its authorised representatives, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering, or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must have properly performed at least 2 similar contracts in the 36 months before the start of the procurement. A similar contract means a sales and maintenance contract for an endoscopy equipment set; for a maintenance contract, the requirement is also met if the contract is still being performed at the time of submission. The bidder must provide a short description of the contracts, their value, performance period, the other contracting parties, and, in the case of public procurements, the reference numbers. On request, the contracting authority may require evidence that the contracts were performed properly. The compliant offer must include the names, manufacturer and model of the offered equipment, a technical description with the actual values of all required parameters, the manufacturer’s official technical documentation, a price breakdown table, and a copy of the medical technology service engineer’s training certificate together with information on experience. The bidder’s team must include at least 1 medical technology service engineer who has received manufacturer training for servicing and repairing the offered equipment and has at least 2 years of experience maintaining similar equipment in Estonia. The bidder must also provide a description of the manufacturer’s scheduled maintenance for at least 7 years from commissioning, including maintenance frequency, scope, required spare parts, consumables and other expendables. The offer must also confirm compliance with the tender documents and, in the case of a joint tender, include the power of attorney.
