Compliance requirements
The bidder must confirm that none of the exclusion grounds under § 95(1) points 1–5 of the Estonian Public Procurement Act apply. This means, among other things, that neither the bidder nor its management body members have been convicted of the listed offences, that the bidder has no tax debt or social security contribution debt, and that concluding a contract with the bidder would not breach sanctions. If the bidder relies on a subcontractor, the contracting authority may also check the subcontractor’s exclusion grounds.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have performed at least one contract similar to the subject of the procurement within the last 60 months before the start of the procurement, related to the replacement of internal and external doors. A list of contracts must be submitted with information on value, dates and the other contracting parties. The bidder and/or its subcontractor must have a qualified person responsible for the works: a person managing construction works with at least level 6 professional qualification as a construction engineer (excluding initial qualification) or at least level 6 qualification as a construction manager. A copy of the document proving the responsible person’s qualification and competence must be submitted. In addition, the bidder must provide a description or product sheet of the proposed roof covering material, confirm attendance at the site visit, submit a joint bidders’ power of attorney if the bid is joint, and complete the bid price form. Conditional bids are not allowed and the bid must comply with the tender documents.
