Compliance requirements
The bidder must confirm that neither it nor its management or representation persons have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds
The bidder must have performed at least 1 equivalent design contract within the 36 months before the start of the procurement. The bidder must provide the contract description, value, dates, client and contact details, and, where relevant, a reference to electronically available evidence. The bid must confirm compliance with the procurement documents and include Form 1 – Price schedule. An Estonian-registered bidder must hold, by the time the contract is signed, the MTR activity notice for design work in the road subcategory; a foreign bidder must submit a document proving the right to carry out those works. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
