Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, fraud, terrorist offences, money laundering and terrorist financing. If an exclusion ground applies, the bidder may submit evidence of self-cleaning. The notice indicates that the possibility of self-cleaning is available where the procurement exceeds the international threshold or the contracting authority has provided for it in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have prior experience of providing accommodation and catering services. Within the 36 months before publication of the contract notice, the bidder must have properly performed at least 1 contract or order under which at least 60 people were accommodated and catered for at the same time. The completed contract must have included at least 1 dinner, 1 overnight stay and 1 breakfast for at least 60 people at once. The bidder must provide a description of the contract or order, total value, dates, the other contracting party’s details and, if requested, additional evidence such as a signed handover-acceptance record or another document proving performance. Only Estonian-language documents are accepted. Joint bidders may rely on each other’s capabilities only under Section 103(4) of the Public Procurement Act.
