The bidder must confirm the standard exclusion grounds in the tender documents. These include convictions for participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents or applicable law.

The bidder must submit the offer in the structure required by the tender documents. Sample menus are mandatory: for pupils in grades 4–9, a three-week regular school lunch sample menu and a two-week breakfast sample menu must be submitted with the correct names of all dishes. Only a bidder who has visited the contract performance site before the deadline and whose representative has signed the site visit record on site may submit an offer. If the offer is joint, a power of attorney for the joint bidders must be attached. The offer must comply with all conditions set out in the procurement documents, and conditional offers are not allowed. The offer price must be submitted according to the structure of the evaluation criteria and assessed indicators worksheet. If the tender documents require any other evidence, forms or explanations, they must be submitted with the offer.
