Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD under Section 95 of the Estonian Public Procurement Act. The bidder must answer yes/no questions on these grounds and, where relevant, provide explanations and evidence of self-cleaning measures to restore reliability. If the exact exclusion list or proof requirements are not fully visible in the machine-readable notice, they must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 contracts in the last 36 months whose subject was the implementation of a media and/or advertising campaign, including both campaign creation and delivery. At least one such campaign must have had a value of at least EUR 60,000 excluding VAT. For the reference contracts, the bidder must provide dates, short descriptions, values, details of the other contracting party and, where applicable, the public procurement reference number. If the bidder relies on the resources of another company, that company must perform the relevant contract or part of it personally. The tender must confirm compliance with the procurement documents and, if necessary, include an explanation of equivalence and supporting evidence. The bidder must also submit the campaign concept, implementation plan, work schedule, detailed budget, team details, joint bid authorisation if this is a joint bid, and the contract-signing and contact details required for contract award. If any precise requirement is not fully visible in the machine-readable notice, it must be checked in the tender documents.
