Compliance requirements
The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour and other forms of human trafficking, as well as any other statutory exclusion grounds included in the ESPD. If any ground applies, the bidder may describe self-cleaning or reliability-restoration measures, where allowed by the tender. The exact exclusion grounds and any exceptions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require evidence of registration. For construction experience, the bidder must have, as main contractor, at least 2 properly and timely completed construction contracts similar to the subject of this tender within the last 60 months. A similar contract means construction work of comparable nature, complexity and scope. When carrying out the works, the bidder must involve a project manager who is a certified road engineer, level 7, with a specialisation in road construction and maintenance and competence in managing construction activities. The tender must comply with the procurement documents, be unconditional, and, where necessary, include explanations and evidence of equivalence. In the case of a joint tender, an authorised representative must be appointed and a joint-bid power of attorney must be attached. The tender must also include Annex 3, the quantities and price table, and confirmations regarding trade secrets, subcontractors, compliance and sanctions.
