Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory exclusion cases. The bidder must answer the exclusion questions, and if an exclusion ground applies, it may provide evidence of self-cleaning where allowed by the tender documents or applicable law.
Qualification criteria and exclusion grounds
The bidder must have, within the 36 months before the contract notice was published, completed at least one street or road design contract as the main contractor at least at preliminary design stage. The contract must include at least two of the following elements: stormwater solutions, street lighting, pedestrian and cycle paths, or traffic management. The contract value must be at least EUR 35,000 excluding VAT.
The bidder’s project team must include:
- a road engineer with at least level 7 certified engineer qualification in design management, EQF or equivalent;
- a landscape architect with at least level 7 authorised landscape architect qualification, EQF or equivalent.
The bidder must provide the specialists’ details and qualification evidence. If the professional qualification was obtained outside Estonia, supporting evidence with an Estonian translation must be submitted. The successful bidder must also submit CVs on the form required by the tender documents if requested by the contracting authority.
The bid must comply with the tender documents, and where necessary the bidder must provide explanations and evidence of equivalence. The bid price must be submitted in the required structure. If the bidder relies on another company’s resources or submits a joint bid, the relevant powers of attorney and consents must be included.
