Compliance requirements
The tender notice includes the standard exclusion grounds for criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed by law or by the tender documents. The notice also requires the bidder to confirm that no subcontractor subject to replacement under the Public Procurement Act will be used.
Qualification criteria and exclusion grounds
The bidder must have carried out similar works of at least 300 linear metres within the last 60 months. Similar work means underground installation of pre-insulated district heating pipelines. The bidder must submit a list of similar works performed in the last 60 months, showing the time and place of performance, the client’s contact details and the scope of work, and must prove that the works were carried out properly, completed and accepted by the client. The bidder must also submit the completed price form. In addition, at the time of submitting the tender the bidder must have a valid contractual relationship with a continuation-work contractor who has completed the training organised by the Estonian Association of Power Plants and District Heating or another equivalent training. The qualification of the workers making the joint sleeves must be proven by a copy of a document; for foreign nationals, an equivalent competence document from the country of establishment is acceptable. The bidder must inspect the site and the place where the works will be performed and submit the site visit protocol. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The tender must comply with the tender documents and conditional tenders are not allowed.
