Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption or fraud, unless the disqualification period has ended. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures. The notice also includes the usual checks for electronic evidence availability and related identifiers. Precise exclusion grounds and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s last completed financial year net turnover in landscaping work must be at least EUR 40,000. The bidder must submit a list of similar landscaping maintenance contracts, including gardening works, completed within the 24 months before the start of the procurement. At least 2 such contracts are required. The list must include the contract value, dates, and information about the other contracting parties, including the client representative’s contact details; for public procurements, reference numbers must also be shown. A foreman must be involved in the gardening works. The foreman must have at least level 4 professional qualification as a gardener or an equivalent qualification, or level 4 landscape builder or an equivalent qualification. The foreman’s CV must be submitted and must include qualification and work experience data. If the foreman is replaced, the substitute must have equivalent competence. The bidder must confirm that the tender complies with the tender documents, that the work sites have been inspected, and that the required joint bidder power of attorney and subcontractor confirmations are attached where applicable. The tender must be submitted electronically in the prescribed structure and in Estonian.
