Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 30,000. Joint bidders may aggregate turnover. If the bidder relies on another entity’s turnover, the details of that entity and, where required, its consent and supporting evidence must also be provided. For technical and professional capacity, the bidder must have performed at least 2 contracts similar to the subject of the contract, namely noise mapping consultancy contracts, within the last 36 months. The bidder must provide a list of those contracts and, upon request, client confirmations. To perform the service, the bidder must have a competent measurer within the meaning of Section 62(2) of the Atmospheric Air Protection Act, and a copy of the document confirming that competence must be submitted. The bidder must confirm that it accepts the conditions set out in the contract notice and procurement documents and submits a tender only for the matters for which the contracting authority requested competing tenders. If there is business secret information, it must be marked and justified in the tender. In the case of a joint tender, the authorised representative’s details must be provided and a separate ESPD must be submitted for each joint bidder. For authorised persons, the name and personal identification code must be provided, or confirmation that no such persons exist.
