Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1)(1)–(5) of the Public Procurement Act apply. These include, among other things, convictions for offences related to participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour or human trafficking, as well as tax debts or sanctions violations. If any of these grounds apply, the contracting authority may exclude the bidder from the procedure.
Qualification criteria and exclusion grounds
The bidder, a joint bidder and/or its subcontractor must have completed at least 2 contracts similar to the subject of the tender within the 36 months before the start of the procurement. A list of similar contracts must be submitted, including their value, dates and the other contracting parties, on the form ‘List of contracts’. In addition, the bidder must confirm that the tender complies with the procurement documents, submit the completed price form, and confirm that it has the necessary special equipment and tools for performing the work or the possibility to rent them. The bidder must also confirm that it will coordinate the work with landowners and prepare the required documents, applications and permits.
