Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The contracting authority may also require confirmations regarding subcontractors and persons subject to sanctions, and the bid may be rejected if these conditions are not met.

Qualification criteria and exclusion grounds

The bidder’s average annual net turnover for the last 3 financial years must be at least EUR 90,000 excluding VAT for the period 01/01/2023–31/12/2025. The bidder must have properly performed at least 2 similar contracts for green area maintenance and/or landscape protection maintenance works during the last 36 months. At least one responsible person must be involved in the performance of the works; this person must be responsible for compliance with the technical requirements of green area maintenance and must have relevant higher or vocational education or an equivalent professional qualification: gardener, landscape builder, landscape architect or agronomist, or an equivalent qualification corresponding to the standards “Gardener, level 4”, “Assistant gardener, level 2” or “Landscape builder, level 2”. If an equivalent qualification is used, proof must be provided by a vocational licence, activity licence or other document proving competence. The bid must comply with the procurement documents, and the bidder must submit a maintenance quality assurance action plan describing the equipment and tools to be used, labour needs, replacement arrangements, training principles, the qualification of the specialist responsible for day-to-day organisation, quality assurance systems, and the share of fuel and labour costs. A prior guided site visit is mandatory, and confirmations regarding bid compliance, joint bidding and business secrets are also required.
