Compliance requirements
The machine-readable notice includes the standard mandatory exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of trafficking, and other legally required exclusion grounds. The bidder or its representatives must answer the self-declaration questions and, where relevant, provide details of convictions, the exclusion period, self-cleaning measures and electronic evidence. The exact exclusion grounds and any possible self-cleaning or proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a total net turnover of at least EUR 80,000 in each of the last three completed financial years and must provide the turnover figures for those years. The bidder must also have completed at least 3 vehicle sale contracts or capital lease/operating lease contracts during the 36 months before the start of the procurement and must submit a list of similar contracts. The successful bidder must provide evidence of compliance with the qualification criteria if the contracting authority requests it. For the vehicle and technical compliance part, the bidder must submit the make and technical characteristics of the offered vehicle and confirm compliance with the required technical data using the tender documents' form.
