Compliance requirements
The bidder must confirm that it has no tax debt, environmental charge debt, or social security contribution debt in its country of establishment, as referred to in the applicable law. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months before the publication date of the contract notice in the procurement register, one properly completed contract under which it carried out road asphalt surface repair or construction works in a total amount of at least 2,000 m². The bidder must submit the contract details on the contracting authority’s form (Annex 3) and a confirmation from the client that the contract was properly performed; a handover-takeover act is not accepted as client confirmation. The bidder must state a short description of the contract, the performance period, details of the other contracting party (including the client representative’s contact details, phone and email), and, in the case of a public procurement, the reference number. If the bidder relies on another company’s resources, it must submit the other company’s legal representative’s consent on the form in Annex 5 and indicate the subcontractor and reliance in the procurement register. If joint bidders rely on each other’s resources, the bid must include information on the size and nature of each joint bidder’s share of the contract, using Annex 6. The person responsible for the road repair and gutter replacement works must have at least road engineer level 6 professional qualification with specialisation in Roads, in the subfield Construction Management or Building Management, or an equivalent qualification. If the qualification was obtained outside Estonia, copies of the qualification documents must be submitted. The contracting authority checks Estonian professional qualifications itself.
