Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 similar contract as the main contractor during the last 60 months. A similar contract means a contract under which ventilation system construction or reconstruction works were carried out for an office building, school building, hospital, theatre, laboratory building or another similar building with at least 1,000 m² of enclosed net floor area. Only works accepted by the client within that period count; the warranty period may still be running. The bidder must provide a list of contracts with the names and contact details of the counterparties, the name of the project, the contract period and a description of the similar works, and, where applicable, the procurement reference number. The bidder must have a project manager whose qualification is at least construction engineer level 6 or construction manager level 6, or equivalent. The project manager must take part directly in performing the contract. The bidder must provide the project manager’s name, qualification, the number of the document proving the qualification, the date of issue and the issuer’s name. A foreign bidder must submit a certificate issued by the competent authority or professional body; if the document is not in Estonian or English, a notarised translation must be added. The tender must comply with the tender documents, and if equivalence is relied on, it must be explained and evidence must be attached. Site inspection is mandatory.
